People in power are supposed to serve the public cause. Their well-being is very important for the greater growth of the country. Therefore their safety and security are given utmost importance. Very rarely their concessions and sundries are questioned. The common people were magnanimous. They respect political personalities and those in the bureaucracy or even those in the lower rung of the government. Unfortunately the public respect has been taken for ride by those who are donning the public servants hat. When an insignificant member of the sarkar blocks the entire traffic of a metro city just to show off the public creates helpless situation. The public complain to themselves for the sorry state of affairs in the country.
In the recent past the public representatives and bureaucrats are misusing their facilities and security apparatuses beyond the tolerance limits. Open flouting of the privileges and making it as a status symbol irritates the commoners on the ground. A patient waiting in the deathbed in an ambulance, a pregnant lady in the verge of adding one more Indian, the high pressured office goers, school children, and all those on the road keep their luck cross fingered not to see a VIP on their way. After all the facilities accorded to those who are enjoying status are paid from the poor people’s hard earned money.
A Member of Parliament or a Member of Legislative Assembly faces ups and downs often. It is not all public representatives are misusing their facilities. Most of the MPs go unnoticed. In airports, in train stations, inside and outside parliament a good number of MPs are uncared. Those who walk with Ak47s and commandos are easily identified. The red beacon vehicle with a cavalcade is another identity announcer of a public representative. This genuine and fake divide among the public representatives have created a culture of misuse of privileges given to those in powerful positions.
Indirectly the public receptivity to those who go in cavalcade and take dozen black cat commandos has encouraged even little moral politicians to follow the common political culture. In a way public is more responsible for the current culture of politicians. This vicious nexus should be broken and a sense of public welfare as top priority should be instilled in our representatives and bureaucrats. One can feel the negative attitude of powerful people in their offices and official residences. Most of the people in power behave as if the commoner has come to their private company for undue help. The concerned public is treated as a stray dog. Short of stoning the public with grievance, public representatives’ attitude is unbecoming. The terrorist threat comes as a good aide to the arrogance of power people. Now the common people who want to reach out to their representatives with grievance will be more affected. Our system is not that efficient to respond quickly to the complaint letters posted or emailed. Despite all the technological developments, our representatives and officials still live in Stone Age. They don’t respond to the email complaints. A loud remark of a representative reinforces the common culture of politicians. “I don’t any email or fmail. I know only male and female”.
It is high time to make the public representatives, bureaucrats and those in the judiciary responsible. They have breached the public trust and damaged the respect they were commanding. Now the onus is on them to get back their lost trust. In order to recreate the respect the power people should voluntarily come cut down their status announcements just for status sake.
The Times of India (26.12.2008, p7) reports “police officers acknowledge that threats are both ‘concocted’ and ‘exaggerated’ to get security cover. Recently, a former MP approached officials seeking security on the ground of a threat he had received on his phone. Investigation showed that he call had been stage-managed to wangle security because the former MP was jealous of the protection his rival enjoyed.
A list of VIPs and VVIPs shows that there are more than 248 VIPs and VVIPs who do not face any serious threat but have been given security as a ‘ceremonial’. These include present and former governors, retired judges, lawyers and spiritual leaders.
There are some former PMs too, like H.D. Deve Gowda and I.K. Gujral, who continue to get Z-plus security though their threat perception is not serious. And those who have wheedled out z-plus security only to flaunt their status.
The security apparatus is divided into five categories in which the Special Protection Group is the elite force, followed by Z-plus, Z, Y and X. Z-plus and the categories above it are manned by NSG black cats with six personal security officers, two head constables, 12 constables, a pilot vehicle and an escort. L.K. Advani, Narendra Modi, Jayalalitha, Mayawati, Amar Singh and Ram Vilas Paswan are among them.
In Delhi out of 60,000 cops 15,000 are deployed for VIP security. Protecting these 450 VIPs cost the state exchequer Rs.250 crores annually. In order to rationalize the security provided to those who are working for the country’s welfare, I suggest the following measure
All those who are enjoying excess security cover should voluntarily surrender immediately. The Union Home Minister P.Chidambaram set the right example. Others should follow suit
There should be a gradual reduction of security personnel to those who are not cutting on their own. It should be cut from present 40 to 10.
An annual security allowance should be given to all the powerful people.
A private security cover should be encouraged or they should be made to pay for the additional forces
It is the paramount duty of the state to protect its people and its representatives. Sacrificing one for the other is detrimental for the entire governance
